 I have been experimenting and modifying to get it simplified enough to write this tutorial for you.  Once you have the general idea, you can experiment and work with adding more detail.

********   SAVE   AFTER   EACH   STEP   ********

I'm going to show you 3 styles.  You will use the same technique for each.
You may select your own color to use.  Start with the darkest.  I gave color numbers for what I used.
You can always colorize, but don't merge all layers.  Keep head, top hair, and bottom hair layer separate to colorize.  You may want to magnify to help you see details.

STRAIGHT HAIR
Step 1

Start with color 3C2E20 at width 4 or 5.  Then go over top with color 5B4631 at width 2or 3.
Gaussian Blur 1
Duplicate Layer twice (Right click on layer in Layer Palette).
Click on one of the copies & use Mover Tool and drag down a little.
Merge the 3 hair layers.
Float (Ctrl A & F )
IMPORTANT ~ Keep selected until after Gaussian Blur in Step 2.
(My picture doesn't show it floating.)

Step 2
New Layer
Add highlight.

Step 3
New Layer under head layer for hair underneath.
Repeat Step 1

You can use the Smudge Tool to smudge!  Experiment!!!
(The displays are not smudged.)

WAVY HAIR

CURLY HAIR

Experiment!!!  Change highlights and blurs.  I hope this helps you get started and gives you some ideas for painting faces and hair.
