Starting to take shape.  Make sure you are clearing Command History after each step and saving often.

Add more detail by Airbrushing around eyes, nose, lips, chin, and nostrils with Darker Shadow (4)

Airbrush - Center of lips using same color and settings as in previous step
I also added some off-white highlight to lips.  (It's not on the image, but you notice it on the next image.)

 

Now we are going to soften the image by blurring and smudging.  Instructions for the amounts I used are below. 




 

Make sure you image is still selected and floating before you blur.  If it is not, go back to your base layer Select All & Float ( Ctrl A & F ).

Effects - Blur - Gaussian Blur 2 the following layers: lips, eye liner, and light shadow

Effects - Blur - Gaussian Blur 3 the remaining layers, except all the eye layers and base

EYES  - On layer with the preset circle (color layer), Effects - Blur - Soften.  Then soften a little more around edge using Retouch Tool - Soften: Round - Size 10 - Hardness & Opacity 65 - Step 25 - Density 100.  I didn't blur any of the other eye layers.  I did use the Retouch Tool - Soften very lightly on the eye highlight.  Experiment and see what you like. 

Merge the following Layers:  eye layers, lips, face shadowing (do not include eye lines)
