This is a learning tutorial for PSP versions 9 and above. You may be able to use version 8. I do not remember if it has the Symmetric Shape Tool. Version below 9 can download the ray HERE. I left this in PSP formate. You should be able to Export as a Preset Shape for your shape folder and play with the nodes to change the shape and size.
You need to be familiar with your PSP version. I did not give steps on tool locations.

New Transparent Image 350 X 350
I flood fill the bottom layer white to help me see better and delete before merging layers.

Select the Symmetric Shape Tool - Draw Stellated
Foreground Fill: None
Background Fill: color of your choice.
Setting I used: Please play around and select a setting you like. Drag out the symmetric shape from the upper left corner toward the lower right corner. You decide how large you want it. For detailing you may want a larger size.
You can use the nodes to drag out or in to change the shape.
When you have what you like, click on the check to apply on the Tool Option Palette.

Reduced size.

Layers - New Vector Layer
Select the Symmetric Shape Tool - Ellipse - Draw Circle
Drag out a circle to cover the inner angles of the ray. You may want to change the background color to help you see better. To change back, just click in the Background Fill box and select the color from the rays.

Reduced size. I showed in another color so you could see.
When you have what you like, click on the check to apply on the Tool Option Palette.
SAVE

You may want to save this as a Preset Shape. I have other tutorials explaining how to do this, so I am not going into explaining this here.

Right click on both Vector Layers - Convert to Raster Layer.
You may want to double click on each layer and name: rays and circle

Now we will save to the Alpha Channel
Click on the ray layer on the Layer Palette.
Click on the circle layer on the Layer Palette and repeat the above steps to save to an Alpha Channel.
SAVE

DETAILING

You can do as much or as little as you would like. I will show you some steps to detail

New Raster Layer
Selections - Load/Save Selections - Load from Alpha Channel the ray selection you saved.
For this layer, I just used Cutout with the following settings: SAVE

Click on the circle layer on the Layer Palette
New Raster Layer
Selections - Load/Save Selections - Load from Alpha Channel the circle selection you saved.
For this layer, I just used a Cutout with the following settings: Keep Selected
SAVE

Click on the ray layer on the Layer Palette
New Raster Layer
Apply a Drop Shadow with the following settings: Stay on this layer and load the ray alpha selection from the Alpha Channels.
Selections - Invert
Tap the Delete key on your keyboard
SAVE

Adding the FACE
Click on the top layer on the Layer Palette
New Raster Layer - Eye
Selection Tool - Ellipse Drag out an elliptical shape for the eye. You can move later. Just decide what size you would like.
Flood Fill with White or your choice.
Drop Shadow New Raster Layer
Drag out another elliptical shape for the center part of the eye.
Flood Fill: Black
Click on the white eye layer below on the Layer Palette. Use the Magic Wand
Click inside the white part of the eye.
Click back on the top black eye layer on the Layer Palette
Selections - Invert
Tap the Delete key on your keyboard

Right click on this layer on the Layer Palette - Merge Down
Add some small white dots for eye highlights with the Paint Brush if you would like.
SAVE

Stay on same layer.
Selection Tool - Ellipse
Drag out and elliptical shape for the cheek as shown.
If you need to move, just right click and try again. If you have versions 8 (I think) and up, you can use the Edit Selection Tool and Raster Deform Tool to reshape and move.

Tap the Delete key on your keyboard.
New Raster Layer - Cheek
Use Cutout with the following settings: Selection - Select None
Use the Eraser Tool to erase some of the bottom edge. Here are the settings I used:
Right click on this layer on the Layer Palette - Merge Down
SAVE

EYE LASHES
Click on the layer below the eye layer on the Layer Palette.
New Raster Layer
Selection Tool - Ellipse
Drag out an elliptical shape as shown. Versions8 and up can use the Edit Selection and Raster Deformation tool to move and reshape.
Airbrush
I used a little darker shade of color used for the cutouts.
Airbrush lower right edge for lash.
Right click on the Layer Palette and Duplicate 3 times. Use the Mover Tool to place. I use the Arrow keys once the Mover Tool is selected to move

Merge the eye layer down to the last lash layer so you have all the lashes, eye and cheek on one layer.

Right click on this layer on the Layer Palette - Duplicate
Image - Mirror
Move if necessary
Merge the duplicated layer down.
SAVE

NOSE

Stay on same layer.
Selection Tool - Ellipse
Drag out and elliptical shape for the cheek as shown.
Use Cutout with the following settings:
Add a small white dot for highlight if you would like to.
SAVE

MOUTH

New Raster Layer - Mouth
Selection Tool - Ellipse
Drag out and elliptical shape for the mouth as shown.

Flood Fill with your choice of color
Drag out and elliptical shape for the cheek as shown.

Tap the Delete key on your keyboard
Right click on mouth layer on Layer Palette - Duplicate Use Cutout with the following settings: Right click on this layer on Layer Palette - Merge Down
SAVE

New Raster Layer - Tongue
Drag out and elliptical shape for the tongue as shown.
Flood Fill with your choice of color

Click on mouth layer on Layer Palette.
Use Magic Wand to select any area on the outside of the mouth.
Click back on tongue layer and tap the Delete key on your keyboard.
Selections - Select None
Right click on the tongue layer on the Layer Palette - Duplicate
Use Cutout with the following settings: Use the Magic Wand to select any area around the tongue.
Selection - Invert
New Raster Layer
Use the Paint Brush to add some highlight.

Gaussian Blur with a Radius around 4
SAVE

New Raster Layer
Selection Tool - Ellipse
Drag out and elliptical shape for the cheek as shown.
Use Cutout with the following settings:
Use the Eraser Tool to erase the upper right area.
Right click on this layer - Duplicate Image - Mirror
Use Mover Tool to place.
You’re finished!  You may delete the background layer, merge visible and save.
