Pixel Angel
I wrote this in PSP8, but you should be able to do it in other versions if you are familiar with the program.

This may take a while! Let me tell you a secret. It will go a lot faster if you hold down the Shift key as you go.
  • For straight and diagonal lines: Click at the beginning, hold down Shift key and click at the end.
  • You can also use it to go over one, down two. You may have to experiment here. Just hit Ctrl Z to undo.
  • I go almost completely around the image holding down the Shift key. I just release the key for line breaks.
base

Grab hold of the angel image above and drag over to your PSP workspace.
The angel will be your working base.
You may use your own colors or the colors I used for the outline.
To select the same colors while using the Paint Brush Tool, hold down the Ctrl key and hover over the color you what to select. When you see the color you want on the pop up, just click on the color.
